BLINDS BLINDS Measure the full width and drop inside the recess.
Your blind will then be made with the correct amount of clearance at the sides. The fabric will always be narrower than the recess by 4 cms. (i.e. 2cms on each side)

MEASURE WITH A STEEL RULE IN cms.

OUTSIDE RECESS
BLINDS BLINDS Width first. Decide by how much you wish the fabric to overlap the side of the recess
MEASURE THE TOTAL WIDTH - THEN ADD 4cms. The drop measurement must include the overlap required at the top and bottom of the window.
